In Q1 2026, Google Cloud crossed $20 billion in quarterly revenue (+63% YoY). AWS grew 28% to $37.6 billion, its fastest in fifteen quarters. Azure grew 39%. Combined, the major hyperscalers committed $650–725 billion in capital expenditure to AI infrastructure this year. The infrastructure works. The economic engine is being built. A handful of companies are paying the bill.
But here is the uncomfortable truth: most businesses are not capturing value from this infrastructure. Stanford's 2026 AI Index reports that 89% of enterprise AI agents never reach production, with between $150,000 and $800,000 wasted per failed implementation. McKinsey finds 88% of organisations have adopted AI in at least one function, but only 39% report any measurable EBIT impact, most under 5%. BCG finds 60% generate no material value, and only 5% create substantial value at scale. PwC finds 74% of AI's economic value is being captured by the top 20% of organisations. Four independent firms. One conclusion. The capex is justified at platform scale. Enterprise value-capture is the unsolved problem.
In Australia the rules are tightening fast. Copyright reform now requires licensing for AI training on Australian content. Automated decision-making transparency obligations come into force on 10 December 2026, with penalties up to $66,000 per non-compliance. Microsoft has committed A$25 billion to local AI infrastructure. Anthropic has opened a Sydney office. The window to move from spectator to participant is measured in months.
